On April 25, 1911, the Ottoman Council of Agents issued a decree requiring the sale of gifts and treasures kept in the Holy Shrines of Imam Ali, Al-Hussein, and Al-Abbas to cover the cost of building the first hospital in Karbala. (1)
It is noteworthy that most of these treasures and gifts were donated to the holy shrines by Muslims in Iran and India.
