An ancient secret document revealed the aggressive ways practiced by the Ottoman occupation authorities in the collection of the self-claimed funds such as the "tenth fees" from farmers of Karbala.
The document issued on the 21st of the Islamic month of Dhu al-Hijjah, 1272 Hijri, August 23, 1856 AD, stated that the local authorities have increased the fees collected from the people of Karbala on the crops of tobacco and palm dates without notice. As the original amount of these fees was only 3000 piasters, but what followed was the authorities had ordered to increase this amount on an annual basis, which violates the agreed commitment between the two parties.
According to the document, an invitation was issued to the Baghdad state to open an official investigation against the officials responsible for this matter and to recover the deducted funds, as well as to notify the Sultanate or the Ottoman government about the results of this investigation (1).
