The holy city of Karbala included many districts and towns scattered around the geographical area of the city. Among these districts is "Al-Hurr", which it had its fame for having the shrine of the great companion "Al-Hurr bin Yazid al-Riahi", as he was one of the martyrs who fell alongside Al-Imam Hussein (peace be upon him) in the eternal battle of Karbala in the Islamic year of 61 Hijri.
This district It is located in the northern part of the holy city of Karbala by (2 km) and has a total area of (2345 / km2). The district has been administratively merged and separated several times from the city center of Karbala.
The (1957 AD) census stated that this district is belonging to the "Husseiniya" region, and that the failure to mention it in the (1965) census was caused by its status of affiliation to other regions back then, while the 1977 census, has said that Al-Hurr is one of the areas affiliated with the center of the holy city of Karbala, and it was included in the census of 1987 and 1997 with the city center.
The local government in the province of Karbala has issued later, a decision stated that Al-Hurr district is a separate municipality, that fall under all decisions and assignments in this matter as the same as the other districts and areas, so it officially became a fully separate judiciary in 2004 AD.
