After the urban development carried out by the Ottoman governor "Medhat Pasha" in the Karbala Brigade, there was a need to open a telegraph office in the municipality of Karbala to link the Karbala Brigade with the rest of the brigades and towns through wire connections.
Therefore, he sent a letter from the Prime Ministry to the Ottoman Sultan, in which he explained the importance of opening the mentioned office, the need to purchase a telegraph machine for the "Hindiyah's Telegraph Office", and the allotment of financial fund of (1925) francs as well as other (3532) piasters as salaries for the office personnel.
The letter was submitted to the supreme administration in Baghdad, and was approved on the 24th of Islamic month of Jumada II in 1285 Hijri, September 11, 1868 AD.
