A memorandum from the Grand Supplement was sent to the Ottoman Sultan’s palace for the purpose of obtaining his approval for the gilding of the minaret, and the reconstruction of the portico of the holy shrine of Imam al-Abbas (A. S) in Karbala, as well as the reconstruction of the portico of the holy shrine of Imam Musa al-Kadhim (A. S.)
According to what was stated in the Telegram sent by Baghdad province administration, issued on November 23, 1315 Maliyah "Ottoman calendar," the Iranians requested the restoration and reconstruction of the minaret and the shrine of Imam Abu al-Fadhl al-Abbas (A. S,) and the portico of the holy shrine of Imam Musa al-Kadhim (A. S,) especially since Iran had previously requested through the former Shah “Nasir al-Din” to construct the dome of the Askari imams (A. S) in Samarra, and the dome of the holy shrine of Imam Musa al-Kadhim (A. S,) which was agreed upon by the Ottoman Sultan.
The work was suspended due to the death of the Shah "Nasir al-Din" according to what was mentioned in the memorandum of the Ministry of Foreign Affairs. The document was appended with the approval of the Ottoman Sultan and the issuance of a Sultanate decree on 30 Ramadan 1317 Hijri, January 19 1315 Maliyah.
