An official document numbered (1739), was issued from the Ottoman Sublime Chapter, titled “The transferring and replacing of several district administrators, including the Karbala District,” on January 5, 1899 AD, Rajab 12, 1313 AH.
The document was a letter issued by the Sublime Chapter's Special Council to the prime ministry regarding the transfer of a number of district administrators, as the administrator of the "Darsam" district "Shukri Bey" was transferred to the "Mardin" district, and the administrator of the Karbala district "Yahya Nazhat Bey", was transferred to the "Darsam" district, while the former administrator of the Diwaniyah district "Saeed Pasha", was appointed as an administrator of the Karbala district.
According to the document, the Special Council requested the Prime Minister to address the Ottoman Sultan in order to obtain his approval regarding these changes.
