Abstract

Enabling the Strategic Integration of the Environmental and Spatial Planning in Iraq Mohammad Ali Al-Anbari March-2000 Abstract: The modification of the planning system (philosophy and mechanisms), towards the integration of the environmental and developmental consideration ,formed the important activities required for a shift to the environmental development planning approach .These activities had been insured by the Agenda 21.Therefore,the research aimed at studying and evaluating the steps and procedures that had been achieved in this direction in Iraq. Also, it determined the additional steps and procedures according to the new trends in understanding the environment . The research tried to explain how the additional steps and procedures can be achieved to enable the planning authorities in enhancing the required integration process. So, this research considered three main functions, namely, examination of the experience of the world in the environmental development approach, evaluation of the steps and procedures achieved in Iraq towards this approach, and explanation of what the additional steps and procedures needed in Iraq and how they can be achieved through case studies chosen as applied samples of integration. The thesis consist of two parts. Part one dealt with the concept of the integration between the environment and development in planning (philosophy and mechanism). This part included the first two chapters. Chapter one was devoted to the study of the aspects and elements related to the environmental development planning approach. Chapter two contained an evaluation study of the achieved steps and procedures towards this approach in Iraq. Also, it contained a determination of the additional steps and procedures which need more detailed studies and review processes. Part two dealt with case studies chosen to develop them as samples of integration in Iraq. This part included the last three chapters. Chapter three contained a detailed study of the steps used in preparing the development strategy of Babylon governorate to develop them as a sample of strategic integration mechanisms of the planning process. Chapter four contained a review of the procedures used in the decision making process of the new development project, to develop them as a sample of tactical integration mechanisms of the planning process. Chapter five contained the formation process of the suitable scenario of the environmental and spatial institutional co-coordination and integration in Iraq. Finally, the conclusions, and recommendations of the thesis had been stated.
