The elections system in the Iraqi political scene after the fall of the former Baathist regime in 2003 has become a means and mechanism for the transfer of power between the representatives of the Iraqi people, away from the coups and conspiracy practiced by the dissolved Baath party.
The provincial council elections were held for the first time in conjunction with the elections of the Interim Iraqi National Assembly on 30 January 2005. In the holy governorate of Karbala, (39) electoral lists have participated in this session out of a total of (491) lists distributed to all governorates, as the political scene in Karbala witnessed alliances between political parties and movements to enter the elections with a unified list.
After the announcement of the election results, the first session of the provincial council was held, and Sheikh "Aqeel Fahim al-Zubaidi" was elected to the position of council president, Sayyid "Abdel-Aal al-Yasiri" as his deputy, and "Hamid Muslim Farhood al-Turfi" as the secretary of the council, while Dr. "Aqil Mahmoud Khazali" was elected as a governor, and "Jawad al-Hasnawi" as his deputy.
Thus, this group is considered the first elected local government to practice its duties in the holy city of Karbala after the US-led invasion in 2003.
