An old Ottoman secret document exposed the existence of a financial corruption by representatives of this so-called "Ottoman Empire" in the holy city of Karbala "formerly known as Karbala Brigade", on the pretext of establishing a project for the reconstruction of the governmental headquarters of the brigade (1).
The document issued on the 17th of the Islamic month of Dhu al-Hijjah in 1315 Hijri, May 5, 1898 AD, which was sent from the prime minister office in the Baghdad Brigade to the Ottoman Sultan's Office, has stated that "The reconstruction of the governmental headquarters of the Karbala Brigade, had been launched without obtaining the necessary approvals, where an estimated budget of (7000 - 8000 piasters) was spent to complete the project," noting that "The prime minister office urges the Ottoman leadership to issue the related executive order regarding this matter. "
It is noteworthy that another document had been issued by the Ottoman Prime Minister on the 23th of the Islamic month of Dhu al-Hijjah of the same year, with a secret attachment from the Ottoman Sultan about his refusal to establish the aforementioned project.
