The Committee for the Election of the Administrators sent a letter to the Ottoman government in Baghdad on the 26th of the Islamic month of Jumada I, 1323 Hijri - July 29, 1905 AD, stating that it is necessary to appoint a new administrator for the district of Karbala, which he should be efficient and competent with ability to deal with the local tribes.
A number of people have been nominated for the post, such as former administrator of the district "Ahmed Ezzat Bek", "Safwat Pasha", the city's affairs inspector of the province of "Ashqudrah", and the former administrator of the district "Azranjan Yahya Tawfiq Bek".
Yahia Tawfiq Bek was chosen to fill the post, and his biography was reviewed before issuing the order of appointment.
